IMPROVING THE FINANCING OF VOCATIONAL EDUCATION AND TRAINING BASED ON INTERNATIONAL BEST PRACTICES

Abstract. Funding education is one of the priorities of the state social policy in Ukraine. As an important component of the education system, vocational education and training (VET) fulfils the functions of both professional and spiritual development of a person and also shapes the country’s labour potential. Therefore, the search for alternative sources of funding is essentially vital today, and the study and adaptation of international (primarily European) best practices for diversifying sources of education funding and moving away from the state monopoly in this area can help. The purpose of this article is to identify the main ways to improve the financing of VET in Ukraine based on international best practices. The authors investigate the issue of the main models of VET financing in several European countries. It was found that VET can be financed from the central budget, local budgets or employers. The national funding mechanism is determined by the framework for the organisation of educational services. Several main approaches to identifying sources of funding for the provision of educational services have been outlined. Two primary approaches to improving the efficiency of VET funding are identified: finding new innovative sources of funding and making more efficient use of existing resources. It was substantiated that in Ukraine, in order to increase the efficiency of VET provision, it is necessary to attract additional innovative sources of funding. The article also deals with the diversification of funding sources for VET, with special attention to the study and accumulation of existing European best practices. Finally, the article proposes a number of recommendations for identifying additional sources of funding for this level of education.
