PEDAGOGICAL STAFF COVERAGE IN GENERAL SECONDARY EDUCATION INSTITUTIONS

Abstract. The purpose of the article is to study the trends in the development of staff provision during the academic years 2014/2015-2023/2024. It also examines the changes that have taken place in the general secondary education system of Ukraine, based on a number of statistical indicators, such as the total number of pedagogical staff, the number of pedagogical staff and retirees teaching academic subjects, the number of vacant teaching positions, the distribution of teachers by age, etc. The research papers of Ukrainian and foreign scholars on the role of pedagogical staff in the provision of quality educational services and the factors influencing the availability of teachers were analysed. The assessment of the availability of teachers who teach academic subjects is based on the developed indicators characterising their workload, age, the fact that one teacher teaches three or more subjects, part-time work, etc. The regulatory framework for the development of the methodology of statistics on general secondary education in Ukraine and its approximation to international standards, namely the international recommendations of the Statistical Office of the European Commission (Eurostat) have been considered. Proposals have been made to amend the list of statistical indicators in connection with the introduction of European integration processes, which will make it possible to conduct international comparative studies and forecast the number of pedagogical staff. Prognostic studies are closely related to the issues of providing funds from the state budget to local budgets in the form of an educational subvention for the remuneration of pedagogical staff providing general secondary education. The relevance of the topic is also due to the challenges facing Ukraine under martial law, such as: preserving human resources by creating a reserve of teachers without workload and solving the problem of teacher shortage by recruiting teachers from among internally displaced persons.
