IMPLEMENTATION OF SCIENTIFIC RESEARCH IN HIGHER EDUCATION: FEATURES AND PERSPECTIVES

Abstract. The publication is dedicated to the ontogenesis and prospects of ensuring the competitiveness of higher education institutions (hereinafter referred to as HEIs) in the educational services market within the paradigm of neoliberal state policy on higher education through the lens of scientific advancements and the practical implementation of research outcomes by their academic staff. In Ukraine, there is a noticeable shift in the financial support of HEIs, favoring the search for non-budgetary funding sources. The intensification of competition for financial resources, which considers both the compliance of HEIs’ activities with state higher education policies and their ability to attract non-budgetary financial resources, highlights the importance of their scientific potential. The article aims to highlight current features and prospects for supporting scientific research conducted by academic staff in the context of increasing market relations for HEIs in Ukraine. The Strategy for the Development of Higher Education and recent reports from relevant agencies on the prospects of higher education were analyzed, leading to the identification of the following trends: the share of private HEIs is growing, but the proportion of their graduates has significantly decreased – public HEIs fulfill the primary social function of ensuring access to higher education, with 63% of students being funded by non-budgetary sources. At the same time, analytical reports provide less detailed coverage of the impact of research on HEI activities. The analysis of financial indicators for research funding in HEIs from the state budget revealed that these expenditures are most vulnerable to underfunding. An analysis of higher education ecosystems for scientific research was conducted, with a focus on the promising transition from a service-oriented to an innovation-driven ecosystem.
