REFORM OF VOCATIONAL EDUCATION AND TRAINING IN UKRAINE: WAYS TOWARDS INTEGRATION INTO THE EUROPEAN EDUCATION AREA

Abstract. The article is devoted to the reform of vocational education and training (VET) in Ukraine in the context of European integration and international cooperation, in particular through the support of the EU4Skills programme, which has become an important instrument for modernisation. The purpose of the study is to analyse the achievements of the VET system during the first two stages of the implementation of the Concept for the Development of Modern VET and to assess the role of international assistance in this process. The study applies methods of analysis and synthesis to systematise both the successes and challenges of educational reforms, including decentralisation of management, modernisation of standards, the establishment of centres of professional excellence and digitalisation of educational processes. The results show that the EU4Skills programme has significantly contributed to upgrading the material and technical base of VET institutions, improving the digital competencies of teachers, establishing career centres and strengthening cooperation with the labour market. Particular attention has been paid to the decentralisation of governance, enabling regions to set their own development priorities and optimise the use of resources. Another key achievement has been the introduction of an electronic management system, which has ensured transparency, effective monitoring and prompt decision-making. The findings highlight the need for continued international support to ensure the sustainable development of the VET system and its integration into the European Education Area. The EU4Skills programme has laid a solid foundation for further reforms in line with labour market needs, improving the quality of education, accessibility and adaptability to modern challenges. Special emphasis is placed on support for internally displaced persons and vulnerable groups, which has become an integral part of the reform strategy, promoting social inclusion and creating new opportunities for self-realisation in a changing environment.
