ANALYSIS OF FINANCIAL SUPPORT FOR HIGHER EDUCATION INSTITUTIONS DURING THE ARMED AGGRESSION AGAINST UKRAINE

Abstract. This article focuses on the monitoring of financial support to higher education institutions (HEIs) that fall under the jurisdiction of the Ministry of Education and Science of Ukraine (MESU) and are funded through the budget programmes KPKVK 2201160 “Training of personnel by HEIs and ensuring the operation of their practice bases” and KPKVK 2201280 “Training of personnel by Taras Shevchenko National University of Kyiv”. Based on a number of academic sources, the study examines the advantages and disadvantages of different higher education financing systems and analyses the main indicators that define the current state and development trends of HEIs in Ukraine and abroad. The European experience of implementing state budget financing mechanisms highlights the use of different economic models for allocating funds as part of higher education funding reforms aimed at aligning with international standards of educational quality. The study is grounded in annual financial and economic reports of HEIs from 2021 to 2023. The analysis was conducted across different HEI categories, including institutions in the city of Kyiv, university cities (Dnipro, Lviv, Odesa, Kharkiv), regional centres and other urban areas. The study defines the structure of state funding for HEIs within the MESU system and examines expenditures from both general and special state budget funds allocated to student education, staff salaries, scholarships and other related costs. The study also calculates the average annual number of students, the average monthly salary of pedagogical and scientific-pedagogical staff and the average annual cost of education per student.
