STATE REGULATION OF GENERAL SECONDARY EDUCATION IN UKRAINE AS A COMPONENT OF THE EUROPEAN INTEGRATION PROCESS

Abstract. The formation of the individual and the citizen is a central concern of every state. Within the educational sphere, the general secondary education system has a significant impact on the future civic engagement and moral values of learners. This article examines changes in approaches to state regulation of general secondary education in Ukraine as part of public education policy formulated and implemented in the context of Ukraine’s European integration efforts. The author analyses the impact of state regulation on the development of Ukraine’s general secondary education system, highlighting its role in the implementation of the “New Ukrainian School” (NUS) reform. It identifies the factors that shape state education policy and examines the challenges of regulatory transformation under both external and internal influences. The study examines the essence of concepts such as “public education policy”, “state education policy”, “state education policy documents” and “general secondary education system”. It also provides a definition of “state regulation” in the context of the tasks of state authorities in formulating and implementing policy in general secondary education. The article emphasises that Ukraine’s European aspirations serve as a key motivation for authorities at various levels to integrate the principles, recommendations and best practices of EU member states’ education systems into state education policy documents. A set of indicators is provided to demonstrate the incorporation of these principles into Ukraine’s state education policy framework. Special attention is given to the key tasks for the authorities in implementing the reform of the NUS to ensure alignment with the principles, recommendations and best practices of EU education systems. This approach will facilitate the development of an education system in Ukraine capable of meeting the needs of learners in the XXI century.
