PUBLIC-PRIVATE PARTNERSHIP AS A TOOL FOR MODERNISING UKRAINE’S HIGHER EDUCATION SYSTEM

Abstract. This study examines the role of public-private partnerships (PPPs) as a strategic tool for modernising Ukraine’s higher education system, particularly in the context of post-war recovery and the urgent need for systemic reforms. Despite the significant challenges posed by outdated infrastructure, insufficient public funding and the destruction of educational institutions due to the war, traditional models of public administration and education financing have proven to be inadequate. This research aims to explore the feasibility of using PPPs as an instrument for modernising higher education in Ukraine. PPPs in higher education are considered a promising way to modernise the educational process, improve its quality and align it with labour market demands, by leveraging additional resources, expertise and innovations to restore and improve the higher education sector. The research findings emphasise the necessity of thorough PPP planning and implementation while balancing the interests of various stakeholders. To ensure the successful realisation of such partnerships, it is crucial to maintain a balance between practical training and academic values, clearly define the roles and responsibilities of the partners involved, ensure transparency in decision-making processes and provide adequate protection for intellectual property. The study highlights the absence of a comprehensive legal and regulatory framework for PPPs in Ukrainian higher education. This underlines the importance of developing legal acts, ensuring transparent decision-making processes and safeguarding educational values. Only by considering these factors can PPPs realise their full potential and bring maximum benefits to all higher education stakeholders, meeting the demand for skilled professionals and simultaneously improving the quality and accessibility of education.
