DEVELOPMENT OF INFORMATION SUPPORT MECHANISMS FOR PUBLIC ADMINISTRATION IN UKRAINE

Abstract. The article focuses on the mechanisms of information support for public administration, the development of electronic governance, and the digitalisation of processes in Ukraine’s modern information society. The aim of the article is to determine the main mechanisms of information support for public administration that require further updating or development in the course of European integration and the implementation of the tasks of effective electronic governance in Ukraine. The author examines the transformation of the concept of “information support” through the prism of changes in Ukraine’s public administration over the past decade. Changes in the regulatory and legal mechanism of information support for public administration are substantiated. The international indicators of the development of electronic governance (EGDI) in Ukraine are analysed in comparison with European and other countries, and positive trends in the development of the digital mechanism of information support for such governance are revealed. The peculiarities of the development of regulatory, organisational and digital mechanisms of information support for individual public authorities and at different levels of state administration are determined. Practical examples of the implementation of these mechanisms in the field of education, as well as in the civil service, are provided. It is noted that the reform of public administration influences all components of the development of elements of electronic governance in Ukraine. Therefore, in the context of European integration, further steps are needed to improve all identified mechanisms of information support for public administration: regulatory, organisational and digital, which will influence the development of human potential, information and communication technologies, and the country’s online services. The importance of improving the digital mechanism of information support for public administration in Ukraine for the further development of the information society is emphasised.
