ANALYSIS OF THE LYCEUM NETWORK IN THE CONTEXT OF THE REFORM OF UPPER SECONDARY EDUCATION

Abstract. The “New Ukrainian School” reform is ongoing, and its outcome will be the transition to a three-year upper secondary school by 2027. The authors examine the regulatory and legal framework of the reform of specialised upper secondary education in Ukraine, analyse the scholarly works of domestic and foreign researchers on the advantages of specialised education, and review international experience regarding the duration of upper secondary schooling and the organisation of the educational process. The network of lyceums in Ukraine is analysed, including their enrolment, educational profiles and classroom provision, and a forecast of the number of 9th-grade graduates of general secondary education institutions (GSEIs) (excluding pupils of special institutions and special classes) for 2025–2029 is presented. The results of the forecast will contribute to the formation of a network of academic lyceums in Ukraine and support graduates in choosing between two learning pathways – academic and vocational. The forecasting studies are closely linked to the functioning of vocational education institutions and professional pre-higher education institutions, where graduates of the 9th grade of GSEIs will continue their studies. The forecasting of the number of upper secondary pupils and 9th-grade graduates of GSEIs was carried out on the basis of official statistical data on the number of pupils in GSEIs for the academic years 2014/2015–2024/2025, using extrapolation methods and scenario modelling. Recommendations are provided for the development of the network of academic lyceums. The relevance of the topic is also determined by the challenges facing Ukraine under martial law, such as the decline in the number of pupils in GSEIs, the demographic crisis, and significant fluctuations in pupil numbers across different regions due to large-scale internal and external migration flows.
