STATE SUPPORT FOR SOCIALLY-ORIENTED ENTREPRENEURSHIP: EDUCATIONAL INITIATIVES FOR WOMEN AND VETERANS

Abstract. This article examines the current state of government support for socially-oriented entrepreneurship in Ukraine, with particular attention to educational initiatives for women and veterans. The purpose of the study is to analyze the current state of government support for socially-oriented entrepreneurship through educational initiatives for women and veterans in Ukraine, to identify key trends, challenges, and development prospects of this direction of state policy. The methodological foundation is a systematic approach to studying state policy in the field of social entrepreneurship. The study employs content analysis of official documents and web resources of government agencies, comparative analysis of educational programs and initiatives, systematization and generalization of information about support mechanisms, and analytical methods to identify trends, challenges, and development prospects in the studied field. The role of educational programs and initiatives in government support for socially-oriented entrepreneurship for women and veterans is determined. The main programs and measures implemented by government agencies for developing entrepreneurial competencies of these target groups are analyzed. The research results demonstrate the formation of a comprehensive multi-level system of government support through educational initiatives, characterized by diversification of state support formats (integration of educational and financial instruments), targeted focus on specific needs of particular social groups, digitalization of educational services, and international cooperation. Key challenges are identified: absence of specialized legislation on social entrepreneurship, insufficient coordination between government institutions, short-term financing of programs, and limited access to quality educational resources. The prospects for development are outlined: expansion of grant support programs with an educational component, integration of international standards, developing support ecosystems, and coordination of efforts for the country’s economic recovery. These measures can significantly enhance the impact of social entrepreneurship on the economy.
