COMPARATIVE ANALYSIS OF EDUCATIONAL STATISTICS IN THE FIELD OF PROFESSIONAL PRE-HIGHER EDUCATION IN THE EUROPEAN UNION COUNTRIES AND UKRAINE

Abstract. The article presents a comparative analysis of statistical indicators of professional pre-higher education (PPHE) in Ukraine and the countries of the European Union, in particular focusing on data collection methodology, datasets, and the dimensions by which they are collected. It is established that PPHE (short-cycle higher education, SCHE) plays a key role in the formation of human capital and in enhancing economic competitiveness by supplying the labour market with applied-profile specialists, facilitating their rapid employment, and providing opportunities for further study leading to higher education. The study examines the statistical approaches used by Eurostat within the framework of UOE data collection (UNESCO-UIS/OECD/EUROSTAT), as well as data collection practices in Ukraine within the framework of the state statistical survey “Network and Activities of Educational Institutions”. It is found that data on PPHE in Ukraine and SCHE in EU countries are collected from administrative registers according to the same components. However, there are differences in the structure and detail of statistical data collection, particularly in the sets of indicators on applicants, entrants, graduates, teaching staff, and student mobility. It is identified that PPHE statistics in Ukraine lack such breakdowns as differentiation by types of SCHE programmes (academic or professional), indicators by age group, type of institution, participation intensity, employment status of teaching staff, student mobility, and credit mobility of graduates. The article suggests ways to harmonise Ukraine’s PPHE statistical system with that of the European Union – through expanding data dimensions, unifying classifications, updating the methodological framework of statistical surveys in PPHE in line with Eurostat standards, and improving the administration of data collection and processing. The article also highlights the importance of reliable educational statistics in shaping effective policy in the field of PPHE and in Ukraine’s integration into the European Education Area. The results of the study may be used in developing monitoring tools to assess the effectiveness of PPHE reforms in Ukraine.
