HARMONIZATION OF INTERNATIONAL CLASSIFICATIONS IN STATISTICS ON PRESCHOOL EDUCATION IN UKRAINE: REVIEW AND ANALYSIS OF COMPLIANCE

Abstract. The article analyzes the compliance of Ukraine’s preschool education statistics system with the international classifications ISCED, ISCO, NACE and NUTS, which serve as the methodological foundation for producing comparable and integrated education data in the global statistical space. The purpose of the study is to examine international classifications relevant to education statistics (ISCED, ISCO, NACE, NUTS), assess their alignment with Ukraine’s national preschool education statistics system, and identify key directions for harmonizing national approaches with international standards applied by UNESCO, the OECD and Eurostat. The research methodology is based on a structural and comparative analysis of international classifications and national regulatory and statistical documents, as well as on the interpretation of provisions of the UOE data collection, SDG 4.2 indicators, OECD INES indicators and Eurostat ECEC datasets. A comparison of classification elements by levels of education, occupational groups, types of economic activity and territorial units was conducted. The results show that Ukraine already possesses important prerequisites for harmonizing preschool education statistics, including the use of ISCED for defining education levels; the structural consistency of the national Classification of Occupations with ISCO-08; the alignment of KVED-2010 with NACE Rev. 2; and the adoption of NUTS-UA as an adapted territorial classification system. At the same time, the study identifies a need to strengthen methodological consistency between national and international approaches, develop a comprehensive metadata system, modernize administrative data-collection information systems, and create harmonized datasets that would ensure greater integration and comparability of indicators in the field of preschool education. The conclusions substantiate the importance of harmonizing international classifications for improving the quality of analytics and advancing Ukraine’s integration into the European statistical space. The article also outlines prospects for further research in developing the national education statistics system.
