ANALYSIS OF THE DEVELOPMENT OF DIGITAL COMPETENCE OF PUBLIC AUTHORITIES IN UKRAINE

Abstract. The article defines the role of the civil service in achieving the Sustainable Development Goals and substantiates the necessity of developing digital skills and digital competence of public servants under the conditions of digitalization. The purpose of the article is to analyze the development of digital competence of civil servants and identify areas for increasing its level in the context of sustainable development of public authorities in Ukraine. The methodological basis of the study consists of the methods of systematization and generalization, analysis and synthesis, the structural-functional method, and compara­tive analysis. The priorities for the development of the civil service under the conditions of sustainable development are summarized. The features of regulatory and legal support for the formation and development of digital competences in the public service in Ukraine are studied. An analysis of the dynamics of the number of public servants who have improved their qualifications, the distribution of training by types of programs, and the need for professional training by competencies allowed us to identify the main areas of professional development of public servants (digital literacy, improvement of the level of proficiency in the state and foreign languages, prevention of corruption, standards of integrity and ethical behavior, cybersecurity). It is proved that regional advanced training centers constitute the most powerful network of providers that deliver educational services to the vast majority of training participants. The priorities of the Higher School of Public Administration are identified as an educational and scientific hub that ensures the professional development of public servants and the institutional capacity of the public service for leadership. The problems of developing digital competence of civil servants in the context of sustainable development are summarized. The systematic approach made it possible to determine the strategic tasks of the government aimed at improving the digital competence of civil servants (development of infrastructure and resources for organizing inclusive professional training, exchange of experience regarding effective practices of advanced training, cooperation with international partners, development and implementation of new areas of training).
