HUMAN RESOURCE MANAGEMENT MECHANISMS IN PUBLIC AUTHORITIES IN THE CONDITIONS OF DIGITALIZATION: CURRENT CHALLENGES

Abstract. The article analyzes the current challenges of digitalization of public administration and their impact on human resources management in public administration and local self-government bodies. The need for transformation of human resources management mechanisms in public administration bodies in the context of Ukraine’s European integration, development of the digital infrastructure of regions and implementation of digital tools is substantiated. The purpose of the article is to reveal the mechanisms of human resources management in public administration bodies and local self-government bodies through the transformation of digital processes and approaches in the public administration system. The information base for writing is analytical reports of the National Agency of Ukraine for Civil Service, the Organization for Economic Cooperation and Development, the Ministry of Digital Transformation of Ukraine, scientific research on the use of digital tools in public administration bodies and professional development of civil servants. The article identifies current challenges of digitalization of public administration mechanisms, threats and risks of using digital technologies and tools. The advantages of using blockchain in public administration, risks and challenges are summarized. Promising areas of blockchain application in public administration are outlined. Also, the need for further alignment of the legislative framework with European requirements regarding modern mechanisms of human resources management in public administration bodies is noted. The study identifies the main mechanisms of digitalization of public administration in Ukraine and provides a comprehensive analysis of the features of human development management in public authorities. The conclusions of the article indicate the current trends of Ukrainian digital public administration in the context of further European integration and improvement of human resources management systems.
