The journal does not charge fees for submission, peer review, or publication of articles (Article Processing Charges, APC). All editorial and publishing processes are carried out free of charge for authors.
Peer review of manuscripts is conducted free-of-charge and does not provide financial remuneration for reviewers.
All materials are published under the terms of the Creative Commons Attribution 4.0 (CC BY 4.0) license. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, provided that proper attribution is given to the original publication (see the Copyright and Licensing section).
Peer Review Procedure
All manuscripts submitted to the journal are subject to mandatory internal and external peer review. Acceptance for publication is based on the results of the peer review process.
Internal review (editorial screening) lasts approximately 14 calendar days and is conducted by the editorial office to assess the manuscript’s compliance with the journal’s scope and formatting requirements. The manuscript is evaluated for its relevance, scientific quality, and adherence to technical requirements. At this stage, manuscripts are also screened for academic integrity using specialised software (including Turnitin). Based on the results, a manuscript may be rejected, returned for revision, or forwarded for external peer review.
External double-blind peer review takes up to 60 calendar days and is conducted by at least two independent experts in the relevant field (neither authors nor reviewers are aware of each other’s identities). Reviewers are selected from among independent specialists with relevant academic qualifications and publications in the subject area of the manuscript, ensuring the absence of conflicts of interest. Where necessary, members of the editorial board may also be involved, provided that they do not participate in the review of their own or related manuscripts. All reviewers are required to adhere to the principles of confidentiality, objectivity, and academic integrity and must not use artificial intelligence tools to process manuscripts or share them with third parties. A sample external review is available via the relevant link.
Manuscripts under review are treated as confidential documents and must not be transferred to third parties without the permission of the editorial office. Reviewers are required to inform the editorial office of any potential conflict of interest and to decline the review in case of its occurrence. The author(s) are required to inform the editorial office of any potential conflict of interest.
During the peer review process, the following are evaluated, among others:
- compliance of the content of the article with the topic and thematic direction (section) stated in the title;
- scientific level, relevance, and novelty of the submitted material;
- validity of conclusions, logical coherence of presentation, and the presence of prospects for further research;
- compliance with the requirements for mandatory structural components of a research article, correctness of formatting and presentation of the material, as well as the scientific and practical significance of the research results for Ukraine and the international scientific community;
- the need for possible shortening, clarification, or revision of the text, tables, and figures.
Based on the reviews, the editorial office makes one of the following decisions:
- accept for publication;
- accept for publication after revision;
- send for revision with repeated peer review;
- reject the manuscript.
Grounds for a negative review may include: lack of scientific novelty, insufficient evidence base, unsubstantiated or missing conclusions, incorrect use of terminology or methodological apparatus, etc. In the case of a negative review or significant comments, the article may be rejected or returned to the author(s) for revision.
If the author(s) do not agree with the reviewer’s conclusions, the editorial office may decide to conduct an additional independent review or initiate an appeal procedure in accordance with the journal’s editorial policy.
The author(s) have the right to submit a reasoned appeal in written form with justification of the reasons for disagreement with the reviewers’ conclusions or the editorial decision. The editorial office ensures an impartial consideration of the appeal and, if necessary, may involve additional independent experts. The final decision following the appeal is made by the Editor-in-Chief and is final.
The editorial office has the right to refuse publication of manuscripts that contain previously published materials, do not correspond to the journal’s scope, or are prepared in violation of ethical standards (in particular, in cases of plagiarism or conflict of interest).
The editorial office reserves the right to edit and shorten manuscripts without violating the author’s content.
The final decision on the publication of an article is made by the Editor-in-Chief based on the results of independent peer review in accordance with the journal’s editorial policy and the principles of publication ethics.
Open Data Policy
The journal supports the principles of open data and the FAIR principles (Findable, Accessible, Interoperable, Reusable), encouraging authors to deposit research data in open repositories (institutional, national, and international), use persistent identifiers (DOIs), and integrate data into their publications. The policy takes into account ethical and legal restrictions on data sharing.
Authors are encouraged to include references to datasets (DOI or URL) in the text of the article and/or its metadata, and to provide a Data Availability Statement.
Policy on the Use of Artificial Intelligence (AI)
The journal adheres to the principles of academic integrity and international standards of publication ethics regarding the use of AI technologies in the preparation of manuscripts.
Generative artificial intelligence tools (such as ChatGPT, Gemini, Claude, etc.) cannot be listed as authors or co-authors of an article, as they are not capable of taking responsibility for the content of a scholary work and do not meet the authorship criteria established by international publication standards.
The use of such tools is permitted solely as an auxiliary means for language editing, translation, structuring, or stylistic improvement of the text. Their use is also allowed for technical support in manuscript preparation (e.g., summarising or formatting material), provided that full author oversight is ensured. The use of generative AI to produce the core content of the article, research results, interpretations, or conclusions without appropriate author control and verification is unacceptable.
When using artificial intelligence tools, authors must ensure the accuracy, reliability, and scientific validity of the generated material, as they bear full responsibility for any errors, inaccuracies, or incorrect references resulting from the use of AI technologies.
Regardless of the use of auxiliary digital tools, authors retain full responsibility for the content, scientific novelty, reliability of the research results, and the correctness of the sources used.
To ensure transparency in the manuscript preparation process, if generative AI tools are used, authors are required to disclose this information in a dedicated section of the manuscript (e.g., the Acknowledgements section or a section before the reference list), specifying the tool used and the purpose of its use.
Reviewers and members of the editorial board are not permitted to use artificial intelligence tools to analyse, evaluate, or process submitted manuscripts, nor to upload manuscript materials to external AI services, as this may violate the principles of confidentiality and the protection of authors’ intellectual property.
The editorial office reserves the right to reject a manuscript in cases of improper or undisclosed use of generative AI tools, as well as to retract a published article if such violations are identified after publication.
Archiving and Preservation Policy
The journal ensures the archiving and long-term preservation of published materials in open access. Each scientific article published in the journal is assigned a unique DOI (Digital Object Identifier) registered through Crossref. All articles are stored in the electronic archive on the journal’s official website and are permanently available for free access, viewing, and use.
The journal archive contains full-text versions of publications in PDF format, ensuring their long-term preservation, reproducibility, and accessibility for the scientific community.
The editorial office uses the technical capabilities of the web platform to ensure continuous access to materials, their integrity, and protection against data loss. Access to the materials is provided without time limitations and without registration barriers.
The editorial office ensures content preservation through regular backup of the electronic archive and maintenance of the journal’s website functionality.
In the event of technical failures or changes in the operation of the journal’s website, access to the publication archive is promptly restored.
The editorial office supports the principles of open access and ensures unrestricted and free access to all published materials.
Authors are encouraged to deposit published materials in open institutional or subject repositories with mandatory reference to the official version of the article.
