MARKET OF EDUCATIONAL SERVICES IN UKRAINE: COMPETITIVE ADVANTAGES AND MODERN CHALLENGES FOR FOREIGN STUDENTS

Abstract. This article provides an analytical study to examine the peculiarities of foreign students’ education in Ukraine. Given this, the characteristics of the domestic market of higher education services are presented. The statistical materials of the Ukrainian State Center for International Education were the main source of information for this study. It is found that the number of foreign students in Ukraine has a positive upward trend, as well as the proportion of countries from which foreigners come to study. The vast majority of foreign students receiving higher education in Ukraine are citizens of Asian and African countries. As a rule, these students belong to the middle class and choose among universities of Europe, Russia and China. The medical field of study is a priority, and such specialties as management, law, secondary education, finance, economics, and civil engineering are also required. In accordance with the norms of Ukrainian law, foreign students do not have the opportunity to undertake an internship in Ukraine. Also, they have no right to work during their studies or to become employed in Ukraine after graduation. It is established that the majority of foreign entrants in Ukraine have to use the services of private educational agents since there are no university agents in Ukraine, which necessitates additional expenses from foreign students. The article also provides a content analysis of the official websites of all Ukrainian diplomatic institutions in foreign countries. Attention is drawn to the fact that neither in Ukraine nor abroad there is an effective information campaign aimed at exporting Ukrainian higher education. Analyzing the market of educational services in Ukraine for foreign students, the problem of legalization of educational documents in Ukraine was revealed. Conducted a SWOT analysis made it possible to identify competitive advantages and modern challenges for foreign students on the market of educational services in Ukraine. Finally, the directions for improving the quality of educational services in Ukraine were identified to attract as many foreign students as possible as well as to export Ukrainian higher education abroad.
