STRATEGIC APPROACHES OF PUBLIC AUTHORITIES TO THE IMPLEMENTATION OF EDUCATIONAL TRAJECTORIES FOR SOCIAL ENTREPRENEURSHIP

Abstract. The article examines the strategic approaches of public authorities to the introduction of educational trajectories for social entrepreneurship. It analyses foreign experience in this field, in particular on the examples of Great Britain, the USA, Singapore, Germany, Spain, and the Netherlands. The possibilities of applying foreign experience in Ukraine, taking into account national specifics and existing challenges, such as the socio-economic situation, decentralisation reform, limited resources, and the need to adapt best practices, are outlined. Directions for improving the public administration of educational trajectories of social entrepreneurship are proposed. These directions include regulatory support, institutional support, financial and personnel support, intensification of international cooperation, and the introduction of a monitoring system. Each of these areas is considered in detail, and their importance for creating favourable conditions for the training of specialists in the field of social entrepreneurship is substantiated. The research is based on the analysis of literary sources, comparative analysis, induction, and analysis of statistical data. The necessity of a systematic approach to the public administration of educational trajectories of social entrepreneurship is substantiated, which involves the harmonisation of the efforts of state authorities and local self-government, a clear delineation of their powers and responsibilities, as well as the coordination of actions of various departments and institutions at all levels. The study aims to contribute to the formation of an effective ecosystem for the development of social entrepreneurship in Ukraine through the development of educational infrastructure and the training of qualified personnel using strategic approaches of public authorities. Particular attention is paid to the role of education as a key tool for the dissemination of ideas of social entrepreneurship and the formation of the necessary competencies. Mechanisms of public-private partnerships are considered to ensure effective interaction between public authorities, educational institutions, businesses, and non-governmental organisations. The need to establish specialised educational training centres and incubators for social entrepreneurship is emphasised. The article outlines the prospects for the implementation of the proposed strategic approaches and their potential impact on the development of social entrepreneurship in Ukraine.
