PUBLIC-PRIVATE PARTNERSHIP AS AN INSTRUMENT OF EXTRA-BUDGETARY FINANCING OF VOCATIONAL EDUCATION AND TRAINING IN UKRAINE

Abstract. Financing education is one of the priorities of government policy in Ukraine. Vocational education and training (VET) as an important part of the educational system, performs the functions of professional development of a person, shaping the country’s labour potential, which is especially important in the post-war reconstruction. But today, this sector of education is experiencing an acute shortage of financial resources, which reduces the quality of education and makes vocational education in Ukraine unpopular. In this article, the author emphasizes that the lack of funding is primarily due to the fact that currently the funds come from a single source – the consolidated budget. This is not surprising, since all education in Ukraine is funded from the budget, but the VET sector, according to the data presented in the article, accounts for only about 5% of the total funding. Obviously, in the context of military operations and the destruction of the country’s industrial potential, there is no hope of increasing revenues, so VET institutions need to actively seek alternative sources of funding. And public-private partnerships (PPPs) can become a such source, when private business is involved in the financing and development of educational institutions. In addition, PPPs are potentially the most effective funding model for vocational education: the private sector is now more than ever interested in training workers, whose shortage is a major problem in Ukraine’s labour market. Therefore, in this article, the author describes the essence of PPPs in the field of VET, examines in detail the mechanisms and forms of such partnership, their advantages and problems of use in the current conditions and regulatory framework of Ukraine.
