EUROPEAN VECTOR OF REFORMING EDUCATIONAL REPORTING IN UKRAINE: CONCEPTUAL AND LEGAL FOUNDATIONS FOR INSTITUTIONAL HARMONISATION

Abstract. The article aims to substantiate the conceptual and legal foundations of reforming the educational reporting system in Ukraine in the context of European integration, and to determine the key directions of institutional harmonisation of national educational statistics with the standards of the European Union in order to increase its comparability, transparency, and analytical capacity. The study examines the European vector of reforming the educational reporting system in Ukraine amid the deepening of European integration processes and transition to evidence-based educational policy. Educational statistics are considered a key instrument of public administration that provides the analytical basis for strategic planning, monitoring of reforms, and evaluation of the effectiveness of educational decisions. The regulatory and legal framework of the EU in the field of educational statistics is analysed, in which the principles of independence, confidentiality, comparability, and quality of statistical data are defined. The specific features of the Ukrainian model of regulation of educational statistics are studied, highlighting its evolutionary nature as well as existing institutional and methodological constraints. Special emphasis is placed on the role of digital infrastructure, in particular, the Unified State Electronic Database on Education (USEDE) and the software and hardware complex “Automated Information Complex of Educational Management” (SHC “AICEM”) in the formation of a unified educational data space. It is substantiated that the harmonisation of educational reporting with European standards has not only a regulatory and legal, but also a systemic and strategic character, as it provides for a transition from an administrative accounting model to data-driven governance. A comparative analysis of legislative approaches of Ukraine and the EU countries in the field of regulation of educational statistics is provided. It is proven that the harmonisation of the national system of educational statistics with the standards of the European Statistical System has not only a technical, but also an institutional and value-based character, as it ensures an increase in public accountability and sustainable development of educational policy in Ukraine.
