EDUCATIONAL STATISTICS IN UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION: AN INSTITUTIONAL MODEL AND ANALYSIS USING PRESCHOOL EDUCATION AS AN EXAMPLE

Abstract. The article examines the transformation of approaches to the development of education statistics in the field of preschool education in Ukraine in the context of European integration and the digitalisation of educational governance. It substantiates the need to transition from aggregated statistical reporting to modern models of data collection and use based on personalised data and event-based recording of educational processes. Such an approach enhances the accuracy, completeness, and analytical usefulness of information for decision-making. Based on a comparative analysis of national statistical reporting forms and international standards (UNESCO, OECD, Eurostat), the study identifies key methodological differences related to the level of data aggregation, the structure of indicators, their level of disaggregation, and the possibilities for multidimensional analysis. It is shown that the existing system of education statistics in Ukraine remains predominantly administrative and reporting in nature, which limits its analytical potential and interna­tional comparability. The article proposes a conceptual approach to the development of a data system in the field of preschool education, based on the identification of interrelated information blocks and corresponding datasets. The proposed structure covers the main components of the education system, including education providers, educational services, learners, enrolment and attendance processes, staff, organisation of the educational process, infrastructure, and the learning environment. Particular attention is paid to the development of a metadata system that ensures the unambiguous interpretation of indicators, as well as their consistency and comparability at both national and international levels. The findings demonstrate that the implementation of the proposed approach will improve the quality of education statistics, expand analytical capacities, facilitate integration into the European statistical space, and strengthen the evidence base for effective decision-making in the field of preschool education.
