STRATEGIC DIRECTIONS OF HUMAN RESOURCES DEVELOPMENT: STATE AND ADMINISTRATIVE ASPECT

Abstract. The article analyzes the strategic basis for the development of human resources in Ukraine in the context of European integration. The purpose of the article is to identify the main directions of human resources development in the public sector for the implementation of strategic tasks of public administration in Ukraine. The information and methodological basis of the study consists of state strategic documents of Ukraine and the European Union on human resources management, social policy and digital development of countries, reports of the European Union, the National Agency of Ukraine for Civil Service, including: Strategy for Reforming Public Administration of Ukraine for 2022–2025, Strategy for Digital Development of Innovative Activity of Ukraine for the Period Until 2030, Roadmap for Public Administration Reform, Annual Report of the National Agency of Ukraine for Civil Service for 2024, Digital Decade, Digitalisation in Europe, Work Programme 2025–2027 of the Digital Europe Programme. The study emphasizes the strategic importance of reforming the public administration system in terms of human resources management and development for all further transformations in Ukraine. The key areas of public administration reform related to changes in human resources management in 2025 were analyzed. The main target indicators of human development of Ukraine until 2030 were identified. The progress in achieving the social goals of the European Union member states was assessed, and strategic directions for the development of digital competencies and digital benchmarks in the implementation of the European Union social standards were outlined. Based on the analysis of theoretical and practical studies, effective government mechanisms for the development and support of human potential in the civil service were determined, namely: continuation of wage reform, improvement of the civil service recruitment process, and digitalization of human resources management. These strategic areas will contribute to accelerating Ukraine’s European integration into the EU and addressing the current tasks of reforming human resources management systems.
