GRANTS OF THE PRESIDENT OF UKRAINE TO DOCTORS OF SCIENCES: ANALYSIS OF LABOR AND FINANCIAL RESOURCES

Abstract. The article is devoted to the creation of an analytical portrait of the winners of the Competition for receiving annual grants of the President of Ukraine to support scientific research and development of doctors of sciences (up to 45 years of age inclusive) and to the analysis of financial resources allocated to grantees. The work uses a number of methods: systematization – to arrange data about the winners of the competition in chronological order; grouping – to distribute them according to a number of parameters (number, gender, representation, field of science); analysis – to study the dynamics of financial indicators that reflect the funds allocated to grantees from the State Budget of Ukraine; structuring (top-down approach) – to detail the tax burden on the wages of the winners of the competition. The characteristics of four grants of the President of Ukraine to support and conduct scientific research and development are presented. It was found that among the winners of the grant funding competition to support scientific research and development of doctors of sciences (up to 45 years old inclusive) there were predominantly male persons (77.4% of the total number), representatives of scientific institutions (54.7%), doctors of physical and mathematical, technical, chemical, biological, and economic sciences (more than 15 people in each field of science). It was found that 20 scientists received the grant repeatedly. Analysis of the dynamics of financial indicators indicated the absence of trends: the size of the grant remained unchanged for a long time, and its value changed abruptly only in 2026; the total amount of funding for grant projects had a wave-like trajectory, since it depended on the number of winners, which did not always reach the maximum possible level. To popularize scientific competitions for annual grants of the President of Ukraine, it is recommended to hold various events, including online seminars on writing grant applications with the participation of representatives of the National Research Foundation of Ukraine and winners. It is proposed to introduce new competitions for scientists without age restrictions and to revise the taxation of grant funds.
