ANALYSIS OF THE RESULTS OF EXPERIMENTAL CALCULATIONS OF EDUCATIONAL INDICATORS IN ORDER TO ASSESS THE STATE OF GENERAL SECONDARY EDUCATION

Abstract. The article examines the importance of the impact of educational indicators on fact-based analysis of the state of general secondary education in Ukraine. The identification of trends and guidelines for the purpose of formation of an optimal network of institutions of general secondary education (IGSE) is carried out. The authors outlined the subjects of statistical reporting, determined the procedure for formation and coordination of statistical indicators, developed the tools for forming consolidated statistical reporting of the general secondary education for submission to the State Statistics Service of Ukraine. The article analyzes the system of statistical indicators, with reference to which the experimental calculations of educational indicators at the regional level are made. In order to calculate the educational indicators, the collection and processing of the sectoral statistical reporting of IGSE of all forms of ownership and subordination at the regional level are carried out. The article also analyzes the following data: the network of daytime IGSE and their allocation according to the sphere of governance and forms of ownership; hub school network and its classes fill rate at the beginning of 2018–2019 academic year. The authors conduct the comparative analysis of the obtained data with the previous year one and confirm the results of the general secondary education reform and IGSE network optimization. The authors also investigate the average fill rate of the classes in IGSE of different types (IGSE of 1, 1-2, 1-3, 2-3 levels, lyceums, gymnasiums) at the beginning of 2018–2019 academic year, as well as the average fill rate of the classes according to the levels of general secondary education (primary, basic, high school) for 2017–2018 and 2018–2019 academic years. Therefore, information technology lays the groundwork for external evaluation of the region’s activities and allows the public to be informed about the functioning of general secondary education and performance level through specially prepared Information Bulletins available on the website of the State Scientific Institution «Institute of Educational Analytics». On the basis of the calculated educational indicators for assessing general secondary education state at the regional level and through both the improved structure and content of statistical reporting of IGSE, the personnel of the Ministry of Education and Science of Ukraine, Regional Departments can make sound management decisions to optimize the network of IGSE, to improve the quality of education for taking certain positions in the market of educational services, to monitor reforms and the dynamics of development of general secondary education.
