REGIONAL FUNCTIONAL FEATURES OF INSTITUTIONS OF GENERAL SECONDARY EDUCATION IN UKRAINE
Abstract. The article is devoted to the study of regional specificities of the institutions of general secondary education functioning in Ukraine. The authors carried out a multidimensional grouping of regions according to the main indicators of the general educational institutions functioning by using methods of cluster analysis aiming to determine the homogeneous regional zones. The study took into account such indicators as the rate of hub schools network development; the wellbeing of pupils residing more than 3 km away from the school; equal access to education; provision of pupils with modern computer facilities; access level to the Internet, the average load of educational institutions and teaching staff. The results of cluster analysis allow one to additionally receive previously unknown objects by their attributes of a certain already known group, allow one to proceed to the regulation of investigated processes. So the article describes three clusters (homogeneous regional zones), which differ in the main indicators of the educational network functioning. The obtained characteristics of homogeneous regional zones with educational institutions functioning indicate the same conditions for the development of territories in their composition and require the same measures aimed at improving educational policy, reducing social tension, and developing social and labor relations. The study reveals that the regions belonging to the «A» cluster have a higher average load on an educational institution (almost 319 pupils per one general educational institution) and a high rate of the load on computers. It means that the pupils’ access to general educational institutions and to modern information telecommunications is lower compared with clusters «B» and «C».
