FORMATION AND USE OF SPECIAL FUNDS FACILITIES IN HIGHER EDUCATION INSTITUTIONS IN UKRAINE

Abstract. The article considers financial and economic relations in higher education. The revenues and expenses of the special fund of higher education institutions are analyzed. Most educational institutions do not use all possible mechanisms to attract additional financial resources. This results in limited sources of extra budgetary funds. For all higher education institutions the main sources of income were revenues from services provided under their main activity (tuition fees for contractors) (74,4%); from revenues from additional (economic) activities (18,9%); from the lease of property (0,9%); from the sale of property (except real estate) (0,2%); from charitable contributions, grants and gifts (3,5%); from enterprises, organizations, individuals to carry out targeted activities (0,3%); from the deposit of temporarily vacant funds (1,7%). The expenses of Ukrainian higher education institutions are carried out under the budgetary legislation and have the following structure: payment for work and payroll (67,2%); use of goods and services (12,9%); payment for utilities and energy (8,3%); R&D, as well as individual measures to implement state programs (0,1 %); social security (0,2%); capital expenditures (10%); other current expenditures (0,8%). It was concluded that there is a need to strengthen the entrepreneurial activity of Ukrainian institutions. The socio-economic and financial-economic activities of Ukrainian universities should be directed towards the development of «entrepreneurial university» and «academic capitalism». The main task of an entrepreneurial university is to create an environment in which an entrepreneurial culture develops. The tasks of the university should include management using the experience of the world’s leading universities; the building of innovative and entrepreneurial infrastructure – laboratories, auditoriums, etc.; expansion of financial sources and instruments; improvement of the mechanisms of remuneration of professors, academic staff and researchers based on their work; encourage researchers to establish joint small enterprises for promising research projects. It is advisable to focus on additional sources of financing as grants, contracts with producers of innovative products, transfer of technology, etc.
