PROSPECTS FOR THE ESTABLISHMENT OF A SYSTEM OF EDUCATIONAL MANAGEMENT INDICATORS (SOLID INFO) AS A FACTOR FOR IMPROVING THE EFFECTIVENESS OF STATE EDUCATION POLICY

Abstract. The article deals with the prospects of creating a new tool for collecting reliable statistical and administrative information on the development of education – the system of educational management indicators “Solid Info” for stimulating the development of education in Ukraine. The relevance of the study is also linked to its importance in providing up-to-date and objective educational statistics in the field of education when making informed decisions because inaccurate data can lead to mismanagement in the implementation of public education policies. In order to create a system of Solid Info indicators (i.e. reliable information that can be trusted), world experience in developing information support for education was analyzed, focusing in particular on studies by the OECD, UNESCO, the World Bank, etc. Proposals have been made for the structure of Solid Info indicators, namely to group them into five main modules containing information on students, teaching staff, material and technical support for the educational process, local financial resources allocated to the development of education in a certain area, and data concerning inclusive education. Thus, the above indicators will reflect the key characteristics of the state of the educational situation in the regions and the country as a whole, making it possible to quickly identify the problematic aspects of the educational network and to рrioritize the efforts of managers to promote education in the regions. Currently, one of the main priorities is to develop methodological approaches to the development of a system of educational management indicators to improve Ukraine’s educational policy, which should be based on appropriate information system (for example, software and hardware complex “Automated Information Complex of Educational Management” (SHC “AIСEM”) that is administered by the SSI “Institute of Educational Analytics”). It was concluded that the system of educational management indicators Solid Info will contribute to increasing the level of informational validity of management decisions of the Ministry of Education and Science of Ukraine and Departments of Education and Science of regional and Kyiv state administrations, as well as senior managers will be able to rank the achievements of local governments, monitor changes in indicators and identify trends relevant to governance at all levels (territorial community, district, region, country).
