ANALYSIS OF CRITERIA FOR THE COMPETITIVE SELECTION OF THE STATE ORDER CONTRACTORS FOR MASTERS’ TRAINING

Abstract. The process of reforming higher education requires improvement of the educational management mechanism, development of new mechanisms and methods of educational management at the state level. As a result, there are changes in approaches to the distribution of the state order for training specialists to meet the needs of the economy and society in skilled personnel. The purpose of the article is to investigate the criteria for competitive selection of contractors and the factors that influence their formation, determined by regulatory acts. In the research, the authors used the method of systematic analysis to develop an information model of the distribution of the state order. To assess the criteria for each specialty of each institution of higher education, on the basis of the method of statistical determination of relationships and dependencies between indicators, electronic analytical tables of criterion scores are created. The article deals with the methodology of determining the volume of the state order for the training of masters on the basis of the bachelor’s degree for each specialty / specialization according to the competitive score, which is calculated on the basis of criteria obtained from higher education institutions. The analysis of their numerical values is carried out and the factors influencing the calculation of competitive criteria for each specialty and for each higher education institution are determined, the list of specialties with the highest indicators is given. The calculation of the competitive score of higher education institutions in the specialties for full-time education is based on the volume of full-time bachelor graduates. In this regard, it is noted that with relatively small fluctuations in the values of the calculated competition criterion, the received competitive scores have significant differences. In the article it is noted that the highest scores in the specialties were obtained by the higher education institutions of the relevant specialization, which can be explained by the high volume of applicants for the higher education of the bachelor’s degree, a sufficient level of learning facilities, appropriate scientific and pedagogical potential.
