OPTIMIZING THE IMPLEMENTATION OF UNIVERSITY AUTONOMY IN DOMESTIC HIGHER EDUCATION INSTITUTIONS – A PATH TO SUCCESSFUL INTEGRATION INTO THE EUROPEAN EDUCATION SPACE

Abstract. Today, a necessary requirement for improving the quality of educational services is the modernization of national higher education in the context of the European experience of university autonomy. The aim of this article is to explore the state of implementation and attitude towards different types of university autonomy as the main tool for improving the quality of educational services of higher education institutions. For this purpose, an online survey was conducted among academic staff and higher education students. The results of the surveys show that the introduction of autonomy in domestic higher education institutions is quite important in the context of approaching the European higher education system. More than half of the surveyed academic staff (66.3%) agreed with that. About half of the respondents (42.5%) noted that for the full establishment of university autonomy, all types of autonomy (organizational, academic, financial, personnel) should be implemented simultaneously. More than half of the respondents (56.8%) said that the implementation of university autonomy would contribute to better training of specialists being able to compete successfully in world labor markets. After analyzing the provisions of the Law of Ukraine «On Higher Education», it is determined that higher education institutions have the right to independently: develop educational programs and determine the set of disciplines; award academic degrees and titles; establish the normative number of applicants for higher education; develop the Admission rules for training; issue a document on higher education; make a decision on the recognition of foreign diplomas and degrees; reverse the decision to award a higher education degree; elect the head of the institution; freely choose the mechanism of evaluation of the quality of training; form science or technology parks; determine the academic structure; invite potential employers to scientific boards; regulate the issues of remuneration; dispose of own buildings and other property. The results of the study show that the implementation of university autonomy in Ukrainian higher education institutions will increase the responsibility of higher education institutions for the quality of educational and scientific services and will motivate the high-quality growth of the educational process in the training of highly qualified specialists. Actually the autonomy will ensure the fierce competition of higher education institutions, promote their effective development, and improve the quality of educational services.
