Abstract. The article considers the system of training specialists with higher education in the conditions of reforming the educational sector of Ukraine. The influence of higher education on the development of the country as a whole is analyzed and the tendencies in the system of state order for specialists are determined. The analysis of scientific sources concerning the outlined question is carried out. This study is a continuation of the authors’ work on the implementation of information and communication technologies in the training of specialists with higher education, namely. The article presents the results of the analysis of the distribution of the state order for the training of specialists with higher education. The total size of the state order in 2021 is 189,168 people, for which the government has allocated UAH 42.5 billion. The structure of the state order for the training of specialists with higher education is focused exclusively on state priorities. Thus, in 2021 the state order was increased for engineering and natural sciences. Particular attention is paid to the training of specialists with a master’s degree. In accordance with the changes in the existing legislation, the authors modernized the software and technology complex used to calculate competitive scores based on the criteria for competitive selection of the providers of training masters for the state order on the basis of bachelor’s degree and bachelors based on EQL junior specialist. With the help of the developed software, the information from the HEIs on offers of additional places for preparation of masters according to the list of specialties to which special support is given is processed. The article presents an analysis of the distribution of additional budget places for the training of masters, carried out on the basis of the created information database. The article notes that the feature of the distribution of the state order for the training of specialists in 2021 is the received budget places by higher education institutions of private ownership.
