KEY APPROACHES TO REFORMING THE PERSONNEL TRAINING IN UKRAINE

Abstract. In the offered material for the first time in national practice there are considered approaches concerning formation of the new model of the mechanism of achievement of qualitative training of personnel on the basis of wide involvement of all stakeholders in the process; creation of the National Qualification Agency, a network of centres of independent assessment of professional qualifications independent assessment (recognition), sectoral (professional) councils on qualifications; Redistribution (integration into one program resource) of available budget funds for training in the direction of their effective using in conditions of transparent interaction of the educational services market and the labour market, attraction of direct investments (other non-state sources of financing) of domestic, foreign and international stakeholders. There are analysed main factors that led to the development of negative trends in the field of personnel training; causes and consequences of insufficient attention of the authorities, social partners of the national level to this education field; prime achievements of key stakeholders during educational reform; world’s leading innovation brands, aimed at training system modernizing; 3 options for training system reforming (transformation, modernization and reformation). 10 key trends of vocational and higher education development, perspectives of personnel training within production, including through the dual system of training. The author’s model of the mechanism of professional qualifications regulation in the country is proposed. Main elements of the institutional structure are identified and include the National Agency for Professional Qualifications, field (professional) boards on professional qualifications, qualification centres (centres of professional qualifications independent assessment), certified developers of professional and educational standards, appraisers of professional qualifications, etc. The key proposals to central executive authorities on the introduction of a new model in practice are provided.
