METHODOLOGICAL APPROACHES TO DETERMINING THE CONFORMITY OF VOLUMES AND DIRECTIONS OF TRAINING OF PERSONNEL IN EDUCATIONAL INSTITUTIONS IN ACCORDANCE WITH THE NEEDS OF REGIONAL LABOUR MARKETS

 Abstract. The article analyses the professional structure of the labour market of Ukraine for the greatest shortage of personnel and vacancies. The main source of labour market data is statistical information collected by the State Employment Service. According to experts, the statistics of the State Employment Service very much reflect the real situation in the labour market as a whole, since it operates low-paid vacancies or those requiring low qualification. The article shows that state-commissioned vocational schools are formed not according to the needs of economic branches, but taking into account the existing number of graduates of schools and professions that are in demand by entrants. The absence of such a mechanism leads to unnecessary costs for the training of unclaimed workers and increases the number of unemployed in the labour market. Many countries make predictions on a regular basis in order to meet the needs of the labour market and requirements for quali­fications. The main indicator characterizing the correspondence of the volumes and the vocational qualification structure of graduates of educational institutions to the needs of the labour market is the integral coefficient of balance of demand and supply of personnel trained in the system of educational institutions – KB. Introduction into the practice of calculating the integral coefficient of balance of demand and supply of personnel prepared in the system of educational establishments will allow to create an information base for making corrections to the plans for the formation of a professional qualification structure for the training of skilled workers and specialists in local educational institutions in the near perspective; to ensure the balance and flexibility of the training system in accordance with the needs of the regional labour market; to reduce youth unemployment; to optimize the network of educational institutions, its regional and functional structure; to involve in the formation, placement and execution of a regional order for the training of social partners at the regional and sectoral levels. Directions of further researches are approbation and practical calculations of integral coefficient of balance of demand and supply of personnel prepared in the system of educational institutions.
