 REMUNERATION OF LABOUR IN PUBLIC HIGHER EDUCATION INSTITUTIONS: STATUS AND CHALLENGES IN THE CONTEXT OF MINIMUM WAGE REFORM

 Abstract. The subjects and tools of the formation of mechanisms and systems of remuneration in the field of higher education have been singled out. Functions of state and educational institutions in the development of remuneration systems have been defined. Two subsystems of incentives in the practice of remuneration of scientific and pedagogical employees have been singled out: incentives to perform official functions (duties) and incentives to achieve specific results in the areas of pedago­gical, scientific, technical and innovative activities. Application of the market theory of wages as the basis for the formation of an effective mechanism of remuneration in the field of higher education is emphasized. Expansion of hourly rate wage type and wage structure for its systems has been substantiated. Characteristic of modern wage practice in public institutions of higher education on the basis of unified wage tariff system have been described. Content of the minimum wage reform and its implications for the practice of remuneration in the public sector of higher education have been revealed. Attention is paid to the socio-economic nature of the minimum wage and its commenting in the Ukrainian legal framework. Modern problems in wage organization in the area of higher education on the basis of the current unified wage tariff system for remuneration in the budget sectors of the Ukrainian economy have been determined. Practical aspects of paying premiums and increments to scientific and pedagogical employees have been revealed. Arguments regarding the low level of wage competitiveness in the field of higher education have been presented. The range of specific features of the work of scientific and pedagogical employees have been outlined and the necessity of stimulating their innovation activity on the basis of the contract system of labour organization and remuneration. Priority tasks, solution of which will help increase the level of competitiveness of wages in public institutions of higher education have been determined.
