RETROSPECTIVE ANALYSIS OF LEGISLATIVE FRAMEWORK AND APPROACH TO FORMATION OF STATE ORDER FOR TRAINING OF SPECIALISTS WITH HIGHER EDUCATION DEGREE

Abstract. The article deals with the main methodological principles and the elements of the state order formation as a system of state and economic regulation of the specialists training in the higher education sphere, which requires a retrospective analysis of the regulatory documents of the higher education segment management. The list of factors that characterizes the informational space of the public procurement sphere is determined. It has been determined that the main elements in the system for forming proposals to the draft state order for the planned year are the calculation of the medium-term forecast of the need for specialists and labourers in the labour market, the determination of the indicators of the average annual number, the approximate average cost of training of one specialist with higher education, and also the amount of expenditures foreseen by the State Budget of Ukraine for these purposes and appropriate justification for the submitted proposals. Based on the results of the study, a scheme for the formation of public order is proposed in accordance with the Law of Ukraine dated 20.11.2012 No. 5499-VI; The system of indicators of the state order; The structure and analytical tables with absolute and estimated data of indicators of state order. In the future, the researchers plan to study the financial provision of universities for the training of specialists with higher education within the framework of the state order, to explore approaches and methods for calculating the average cost of training of one specialist.
