SOURCES AND EFFECTIVENESS ASSESSMENT OF SECONDARY EDUCATION FINANCING
Abstract. The article analyzes the dynamics of the expenditures of the consolidated budget of Ukraine in the sphere of education during 2007-2016 and the growing role of local budgets in this process. An analysis of the implementation of the planned indicators has shown a lack of a tangible relationship between the levels of implementation of the plan for mobilizing budget revenues and planned expenditures on education. As a rule, the implementation of revenue collection plans was better than the planned figures for funding education. An assessment of the effectiveness of budget expenditures through the prism of the performance of secondary education in the period of 2012-2015 was made. The influence of macroeconomic factors and the role of components of the structure of budget expenditures on the educational system in the aspects of financing consumption and development expenditures are investigated. Also, regulatory and legal aspects of the budgetary system related to the attraction of financial resources to the education system from non-state sources were analyzed. The principles of the effectiveness of the financial mechanisms of the Member States of the European Union in the field of education are considered.
