TASKS FOR THE MODERNIZATION OF THE STATE INFORMATION SYSTEM OF EDUCATION (DISO)
Abstract. In order to increase the efficiency of the state educational policy by improving the mechanisms for managing resources and processes in the education system, ensuring the adoption of sound management decisions on the basis of objective statistical data, it is necessary to form an effective system for collecting statistical educational data, monitoring the processes taking place in primary education units, at a particular institution, and the use of such data. This article dwells upon these topical issues. The issues of development of informational and analytical support for the management of the education system are studied in this article. The World Bank Report under the SABER (The Systems Approach for Better Education Results) is analyzed. The article evaluates the directions of DISO modernization, which will be carried out during 2018–2019 and provides for a significant improvement of the situation in all four policy areas assessed by the World Bank: «Enabling environment», «System Soundness», «Quality Data» and «Utilization for decision making». Today there are favorable conditions for profound modernization of DISO in Ukraine, further implementation of the principles of e-governance in the educational sector and the expansion of a range of up-to-date information services that will be provided to all stakeholders. The current stage of DISO modernization is the creation of a Terms of Reference based on the already existing Technical requirements for the DISO modernization. This is a complicated work, because it should not only take into account technical features but also predict the future needs that will arise in the educational sector in the process of its reforming in the conditions of decentralization of management in Ukraine, the formation of the educational institutions autonomy and the implementation of principles of transparency and accountability. This task can be effectively solved only by consensus, that is why it is open to the public and professional discussion.
