 THEORETICAL BASIS FOR QUALITY ASSESSMENT IDENTIFICATION OF EDUCATIONAL SERVICES IN HIGHER EDUCATION INSTITUTIONS

Abstract. The globalization of higher education significantly influences the activities of higher education institutions at the national and international levels and necessitates an adequate response from higher education institutions (HEIs) in the edu­cational services market. One of the priority tasks of today is to ensure the quality of educational services, which must meet the level of international standards and allow to identify the further trajectory of government actions in accordance with management needs in the context of geopolitical educational competition. Taking into consideration an importance and relevance of the problem of ensuring the educational services quality in Ukraine, the aim of the article is to substantiate the theoretical basis for identifying the quality of educational services in Ukrainian HEIs based on the analysis of international experience and to provide practical recommendations of implementation of the quality assessment of educational services in HEIs. According to the research results, the key role of the quality assessment of educational services for Ukrainian HEIs has been determined and the specific character of its providing has been detailed. The theoretical basis of the quality assessment identification of educational services of Ukrainian HEIs has been substantiated. It is proposed to establish a special body for quality assessment of HEIs’ educational services for permanent monitoring of the effectiveness of their activities. The imperatives of the quality assessment of HEIs’ educational services have been interpreted and practical recommendations of implementation for the quality assessment of educational services in Ukrainian HEIs have been presented.
