THE REGISTER OF PRESCHOOL EDUCATION INSTITUTIONS AS A TOOL TO IMPROVE THE EFFICIENCY OF EDUCATIONAL MANAGEMENT IN UKRAINE

Abstract. This article discusses the implementation and development of the register of preschool education institutions (PEIs) in Ukraine as an important tool to improve the efficiency of educational management. The COVID-19 pandemic and current challenges, including russia’s full-scale invasion, have necessitated a rethinking of approaches to organising the educational process and managing educational institutions. In this context, digitalisation has become a key element in the modernisation of education. The implementation and modernisation of the “Automated Information Complex of Educational Management” (AICEM) ensures the collection, processing and protection of information in the education sector, simplifies the flow of documents and increases the transparency of management decisions. Special attention is given to the creation of a new register of educational institutions, which facilitates de-bureau­cratisation, rapid collection and analysis of data, and integration with other information systems. The main benefits of introducing the register of PEIs are analysed, including increased security, management efficiency and quality of educational services. The conclusions emphasise the importance of continuing the digitisation of the education sector to address current challenges and ensure the sustainable development of the Ukrainian education system. Digitalisation improves access to data, simplifies reporting processes, reduces bureaucracy and corruption in public administration, and increases the efficiency of business processes. Since the beginning of the russian invasion of Ukraine, the priorities and goals of Ukraine’s digital transformation have changed significantly. Reforms in the education sector, in particular the creation and development of the register of PEIs, are an essential part of these changes. Future research could focus on analysing the efficiency of the preschool education register after its implementation and studying its actual impact on both the quality of education and the management of preschool education in different regions of Ukraine.
