IMPROVEMENT OF THE SYSTEM OF INDICATORS IN GENERAL SECONDARY EDUCATION IN THE CONTEXT OF THE KEY DIRECTIONS OF UKRAINE’S EDUCATIONAL REFORM

Abstract. The article explores approaches to improving the system of statistical indicators of general secondary education in Ukraine in the context of ongoing educational reforms and European integration processes. The relationship between the substantive transformations of the “New Ukrainian School” reform and the need for their statistical measurement is analyzed. It is established that the current system of indicators is primarily focused on recording the network of educational institutions and the learner population, which limits the capacity to assess learning outcomes, educational pathways, and the effectiveness of educational policy. The methodological framework of the study is based on systemic and comparative analysis, as well as the generalization of international experience in developing educational indicators. The information base of the study consists of national statistical data, international analytical reports, and regulatory documents in the field of education. The study examines international approaches to the development of statistical indicators, particularly within ISCED, UOE, and OECD practices, which ensure data comparability and orientation toward educational outcomes. It is found that modern international education statistics systems integrate indicators of access, quality, and learning outcomes, as well as the tracking of educational transitions. The study substantiates the need to modernize the national system of statistical indicators through its alignment with international approaches and the expansion of the list of indicators reflecting learning outcomes, specialization of upper secondary school, and individual educational trajectories. It also proposes approaches to improving statistical support for educational policy, including enhancing data quality, consistency, and usability in decision-making processes. The results of the study can be used to further develop the system of educational statistics and improve the effectiveness of governance in general secondary education.
